Private Letter Ruling (PLR)

Also called IRS Written Determinations, private letter rulings are interpretations that the IRS makes upon request about a specific situation involving the application of tax laws and regulations. The IRS ruling is binding only in the situation presented to it for review, though the reasoning and analysis may be helpful in evaluating similar situations.
